Associated Student Body Program Fund - 7144

The Board is responsible for the protection and control of student body financial resources just as it is for other public funds placed in its custody. The financial resources of the fund are for the benefit of students. Student involvement in the decision-making processes related to the use of these funds is an integral part of the associated student body, except that the Board may delegate the authority to a staff member to act as the associated student body for any school which contains grades no higher than grade five.

Funds raised by students through recognized student body organizations shall be deposited in and disbursed from the fund which is maintained by the county treasurer. The fund is subject to management and account­ing procedures which are similar to those required for all other dis­trict moneys.

ASB constitutions shall provide for participation by ASB representatives in the decisions to budget for and disburse ASB moneys.

The Superintendent or designee shall establish procedures regarding the operation of the fund.

Annually, each ASB shall prepare and submit a budget to the Board for approval.  The budget will list those activities which constitute the ASB program.  The Board will hold a preliminary budget hearing on the ASB budget prior to approval.  The final budget hearing and adoption is part of the Superintendent’s recommended budgets for the district.

Within the approved ASB budget, each recognized ASB is granted the right to engage in approved money-raising activities for the purpose of generating ASB revenues, and shall be allowed to make disbursements equal to or less than the amount of funds said ASB has on deposit.  In no case will a particular school’s ASB expend funds in the excess of the amount of funds it has on deposit.
