Board Meeting Minutes
June 9, 2009

The Board of Education of the Federal Way Public School District No. 210 held a regular Board Meeting at 7:00 p.m., Tuesday, June 9, 2009, at Federal Way City Hall Council Chambers, 33325 8th Avenue South, Federal Way, WA 98003.

Call to Order
President Suzanne Smith called the meeting to order at 7:00 p.m.

Pledge of Allegiance
The JROTC unit from both Federal Way High School and Todd Beamer High School presented the colors this evening.

Approval of Consent Agenda
Director Tony Moore moved that the Board of Education approve the Consent Agenda of June 9, 2009 with the addition of item 2-C, site work for the installation of synthetic turf awarded to Ohno Construction and 2-D, purchase of synthetic turf for Thomas Jefferson awarded to Turbo Link International, Inc. Seconded by Director Ed Barney. Motion carried unanimously.

Approval of Meeting Agenda
Director Amye Bronson-Doherty moved that the Board of Education approve the Meeting Agenda of June 9, 2009. Seconded by Director Tony Moore. Motion carried unanimously.

Approval of Minutes
Director Ed Barney moved that the Board of Education approve the minutes of the Board Meeting of May 26, 2009. Seconded by Director Angela Griffin. Motion carried 3-0 with Directors Barney, Moore and Griffin voting and Directors Smith and Bronson-Doherty not voting as they were not in attendance at the previous  meeting.

Staff and Student Recognition
Mark Davidson, Deputy Superintendent, introduced several people who are being honored this evening. Principal Lisa Griebel was honored with the 2009 Innovator Award from the King County Juvenile Department . She shared the award with three of her staff members, Jerry Warren, Graciela Basillio, and Kara Shelby. Also honored this evening is Valerie Pham, winner of the Dumas Bay Writers Retreat Essay Contest. Dr. Mark Marshall introduced Arnun Mukphrom who won the 9th District Congressional Art Contest and his art will be hung in the capital for one full year. Major Barry Jones from Beamer High School and Lt. Colonel Randy Long from Federal Way High School were awarded the certificate for the Distinguished Unit Award. They introduced Laura Shrader, Corps Commander, Kathy Moore, Anthony Hogan, and were cadets at Beamer High School. From Federal Way High School, honored was Richie Chevalez and McDivine Corpuz. Meghan Cassens received her recognition for winning the girls WIAA singles tennis championship. The 2009 WIAA State Champs in the 4 x 100 relay team were present. They are Duran Ward, Anthony Hogan, Travis Koch, Dominique Maxie, and DJ May as an alternate. Lauren Thomas and Sydney Rogalla were honored from the Beamer Girls Track Team.

Superintendent Comments
Superintendent Murphy congratulated Dr. Mark Marshall, Principal of Thomas Jefferson High School, and his staff for the recognition received as being one of the best high schools in the state and in the country. 10:00 am. On Thursday, June 11, 2009 Federal Way School District will be at the State Supreme Court in Olympia regarding the suit against the State in pursuit of full funding of education. Mr. Murphy said he attended all four graduations this past weekend.

School Board Comments
Director Tony Moore congratulated the graduating class of 2009. He said he drove by Panther Lake and commented on how beautiful it is.

Director Barney piggy backed on what Director Moore said and he congratulated Jason Brown, new FWEA President.

Director Griffin was also impressed with the graduations this past weekend. She said she attended the Valhalla farewell party today. Mrs. Griffin asked that the Board look at community engagement dates for discussion of The Ends.

Director Bronson-Doherty said it was an honor to be part of the graduation ceremonies. She said she attended her son’s 8th grade celebration at Lakota and the house was packed. She acknowledged all the teachers and staff members who are retiring this year.

President Smith said that if anyone has any memorabilia from Valhalla or Panther Lake, they may be donated to the school or to the Historical Society.

Construction Bond Progress Report
Mr. Rod Leland, Facilities Director, said that Director Griffin asked him to explore the color scheme of the new elementary schools. He said that both Valhalla and Panther Lake will open on the first day of school. This means that on June 27th, the contractor starts on Phase II which is demolishing the existing building. By August 26, 2009 there will be a certificate of occupancy. By October 31st, the entire projects will be completed which makes them 4 months ahead of schedule and are below budget. Construction will begin for the New Lakota building in a few days. This project will be completed by September 2010. Discussions are occurring for Lakeland and Sunnycrest and these two schools will be complete in 2011.

Secondary School Report
Mrs. Cindy Black, Principal of Nautilus K-8 School, presented the Nautilus K-8 Annual Report to the Board.

Recess to Official Public Hearing for the 2009-2010 Budget and Reconvene
President Smith recessed the meeting to Official Public Hearing for the 2009-2010 Budget.

Public Comment
Charlie Hoff, Star Lake Elementary Service Area

Ms. Sally McLean, Chief Financial Officer, said that expected board actions on June 23, 2009 will be to approve the budget as recommended by the Superintendent. These are the General Fund, the Transportation Vehicle Fund, the Associated Student Body (ASB) Budget, the Debt Service Fund, and the Capital Projects Fund.

President Smith reconvened to the regular board meeting.

Budget Recommendation
Chief Financial Officer Sally McLean asked if there were any additional questions at this time.

Special Report –  Equity and Achievement Report
Ms. Jeanette Bullock presented her report about the Gear Up Program (Gaining Early Awareness and Readiness for Undergraduate Programs) at Thomas Jefferson High School along with a Building Bridges Update.

Action Item
Chris Popich said that Director Griffin asked that the Board look at community engagement dates for discussion of The Ends.

President Smith adjourned the meeting at 10:05 p.m.
