1.1 Uses word recognition skills and strategies to read and comprehend text.
1.1.1 Applies phonetic principles to read including sounding out, using initial letters, and using common letter patterns to make sense of whole words.

Reading text at grade level. I use phonics to read and understand unfamiliar. |
Reading text at or above grade level. With 90% or better accuracy, I independently use phonics to read and understand unfamiliar words. |

STAR % is below 35. Student assessment is in text with reading level of 3.4 or lower and/or grade level test scores are 59% or below.
Approaches Expectations:
On norm referenced tests such as ITBS and STAR, general ranges for approaching expectations are between the 35th - 49th percentile. Student assessments are in text that is between 3.5-3.9 and/or grade level test scores are between 60 and 69%.
